School executives such as Toshiaki Kirino and Shinpachi Murata, who left politics with Saigo, and their vigorous students' antipathy toward the central government was intensifying. At that time, Kagoshima became the largest base for anti-government movements because the prefectural governor of Kagoshima Tsunayashi supported Saigo. The government was wary of such anti-government trends in Kagoshima and tried to transfer government weapons and ammunition from Kagoshima to Osaka. This stimulated the private school side, and they decided that the government was trying to kill Saigo and suppress private schools, and started military service. Saigo failed to stop this, and under the pretext of reprimanding the central government himself, he led an army of 13,000 people to surround Kumamoto Castle. In Kochi Prefecture, a group of Ritshisha, including Yuzo Hayashi, were arrested while trying to respond. The government did not overlook the situation and sent Prince Arisugawanomiya, or Prince Taruhito, to Kumamoto Castle in April 1877 after gathering troops led by commoners recruited from all over the country. Saigo, who retreated after losing the Battle of Tabaruzaka, committed suicide in Shiroyama in September amid a general offensive by government forces. The Seinan War was the largest and last rebellion against the new government of Meiji, and it became clear that it was impossible to simply resist the new government, which led to the development of an anti-government movement by the media.
